TH Recruit are working with a national development company to support growth in their technical team. We are recruiting for a Pre Construction Manager to join their West Midlands region.

Purpose

To manage and ensure the efficient progression of development schemes from concept/design to site start, while fostering client relationships and supporting bids for new projects.
Key Responsibilities

Achieving Results

Secure timely site starts within agreed budgets

Lead value engineering and technical appraisals

Ensure compliance with planning and pre-start requirements

Support bid submissions and client relationships

Managing the Process

Oversee full pre-construction lifecycle: appraisal to site start

Coordinate internal/external teams and departments

Manage pre-construction programmes and key negotiations

Attend tender/interview meetings and conduct site visits

Support procurement of design and install packages

Client & Stakeholder Engagement

Maintain strong communication with clients and internal teams

Manage expectations on design, planning, budget, and timelines

Provide regular reports on progress and budget

Quality Delivery

Promote innovative and cost-effective design solutions

Ensure full design and technical details are in place pre-start

Identify and manage commercial risk

People Management

Adhere to company policies on HR, H&S, and diversity

Communicate effectively across departments

Be open to feedback and continuous improvement

Skills & Knowledge

Advanced understanding required in:

Contracts, construction methods, design, procurement

Planning techniques, environmental issues, and legislation

Health & Safety, negotiation, Microsoft Office & Project
