Bond & Adoptions Manager

Leicestershire  |  £55,000 to £60,000

As Bond & Adoptions Manager, you will take ownership of the management, coordination and successful discharge of all infrastructure-related bonds and adoption agreements across current and legacy developments. You will ensure that roads, sewers, drainage systems and public open spaces are adopted by the relevant statutory authorities in a timely and cost-effective manner, whilst minimising financial exposure and maintaining compliance with all legal and technical requirements.

Working collaboratively across the business, you will liaise with Technical, Commercial, Construction, Land and Finance teams, as well as local authorities, utility providers and external contractors, to drive adoption programmes through to completion.

Key Responsibilities
Manage all Section 38, Section 104, Section 278, Section 185 and related adoption agreements from inception through to final adoption and bond release.
Coordinate with Land, Technical and Design teams to obtain statutory records, legal documentation and supporting information required for adoption processes.
Work closely with Commercial teams to procure works, review quotations, analyse costs and appoint contractors where necessary.
Liaise with Site Managers, Construction teams and subcontractors to ensure remedial and completion works are undertaken in accordance with adoption requirements.
Build and maintain strong relationships with local authorities, highway authorities, water companies and utility providers to expedite adoption approvals and bond releases.
Monitor adoption programmes, identifying risks, resolving technical issues and ensuring milestones are achieved within agreed timescales.
Ensure all infrastructure works are placed on maintenance at the appropriate stage and progress efficiently towards final adoption.
Oversee the preparation, submission and management of all documentation associated with adoption agreements and bond applications.
Maintain accurate records of bond liabilities, adoption status, associated costs and key project information.
Work with Finance and Commercial teams to monitor bond exposure, forecast liabilities and facilitate the timely recovery or release of retained funds.
Ensure contractors and consultants comply with company Health & Safety policies, quality standards and statutory requirements.
Attend project, authority and stakeholder meetings as required to support the successful delivery of adoption objectives.
Support continuous improvement initiatives and provide regular reporting on adoption performance across the business.
Undertake any other duties reasonably required to support the business and departmental objectives.
Requirements
Proven experience in a Bond, Adoptions, Engineering, Technical or Infrastructure role within the housebuilding, civil engineering or construction sector.
Strong knowledge of highways, drainage and utility infrastructure adoption processes, including Section 38, Section 104, Section 278 and related agreements.
Excellent understanding of bond management, statutory approvals and local authority requirements.
Ability to build effective working relationships with local authorities, utility providers, consultants, contractors and internal stakeholders.
Strong commercial awareness with the ability to manage costs, liabilities and financial risk.
Excellent negotiation, communication and stakeholder management skills.
Highly organised with the ability to manage multiple projects and priorities simultaneously.
Ability to work independently, solve problems proactively and deliver results within demanding timescales.
Strong attention to detail and commitment to maintaining accurate records and compliance standards.
This role would suit an experienced professional with a strong understanding of infrastructure delivery and adoption processes, capable of managing both the technical and commercial aspects of bonds and adoptions across a diverse development portfolio.
